The Governing Council of the University of Vigo approved the update of its institutional declaration against fraud and a policy on gifts, while analyzing the 2025 accounts to negotiate a new Funding Plan with the Xunta.

The governing team of the University of Vigo presented its economic strategic lines for the next six years, with the main objective of increasing structural funding and reinforcing recurrent income. This strategy, presented by the Vice-Rector for Strategy, Governance, and Economy, Xosé Henrique Vázquez, highlights economic management challenges, such as the growth of current expenses exceeding income. The University thus seeks to approach the negotiation of the new Galician Plan for University Funding with the Xunta de Galicia, emphasizing its "transparency, accountability, and economic-financial hygiene," as stated by the rector, Carmen García Mateo.
During the session, the institutional declaration against fraud and a specific gifts policy were also updated. The rector reported the reception of the favorable certification of the EIDO quality assurance system, described as a "very important step forward for doctoral studies," and confirmed the resumption of work on drafting the Statutes. The establishment of the Teaching Unit for the Degree in Medicine at Chuvi was also highlighted.
The analysis of the 2025 annual accounts, presented by Vice-Rector Xosé Henrique Vázquez, reveals that ordinary expenses grew by 7.0% (€220.92 million) compared to a 3.5% increase in income (€225.65 million), resulting in a reduction of ordinary management savings by nearly 60%. Personnel costs (Chapter 1) also saw a significant increase, exceeding the salary mass authorized by the Xunta, forcing UVigo to cover additional expenses without corresponding income. Unaffected reserves, while considered "comfortable," include extraordinary income, and ordinary activity generates an adjusted reserve.
The Vice-Rector pointed out the need to improve budget execution, as the low execution of chapters 1, 2, and 6 incurs an annual cost of €800,000 for failing to meet Funding Plan indicators. The adjusted budgetary result for 2025 was -€490,381, which also entails an economic penalty.
Looking ahead, UVigo will focus on four key points: monthly economic monitoring, strengthening recurrent income, controlling structural commitments without sustainable funding, and improving planning and execution. The University has also commissioned a study on the baseline needs of the SUG from the consultancy Ecobas and expects to begin negotiations with the Xunta in mid-November.
The update of the institutional declaration against fraud aims to reaffirm the commitment to integrity and transparency, adapting to the current governing team and strengthening the connection with the Code of Ethics and the Internal Information System. The new gifts policy establishes common criteria for accepting gifts, with an indicative value of €90, prioritizing impartiality and transparency, and includes an institutional registry.
The 2025 Report on University Social Responsibility was also presented, highlighting €9.65 million in R&D activities and €21.74 million in scholarships awarded. However, areas for improvement were noted, such as the degree dropout rate and graduation rate.
Modifications to the regulations for the provision of substitute professors and the criteria for the Annual Teaching Programming (PDA) were approved. The institutional affiliation of UVigo as an associate member of Crusoe and the Society of Women Engineers was also approved.
During the intervention period, issues such as potential duplication of degrees at the affiliated center Euses Vigo, the release of positions for titular and chair professors, and the evolution of studies on radon presence in university facilities were addressed.
