Lugo City Council is driving a significant investment in housing through the Lugo Aluga program, a new municipal tool designed to mobilize existing homes, facilitate access to affordable housing, and offer guarantees to both property owners and those seeking accommodation. This program, set to launch in January 2027, has an initial budget forecast of 150,000 euros.
The mayor of Lugo and the urban planning councilor presented the initiative, emphasizing the goal of reaching as many homes as possible and helping more people find a place to live. "We are starting with the best intentions: to reach as many homes as possible and facilitate access to housing for more people. We hope the initiative is so well-received that we will need to increase the planned resources," they stated.
The program aims to provide security for property owners when renting out their homes and opportunities for those looking for a place to live. "It's not about pointing fingers or penalizing owners, nor stigmatizing those seeking rent, but about listening to the needs of both parties and offering solutions that allow them to reach an agreement with trust and guarantees," they explained.
EVISLUSA, the municipal housing company, will be responsible for informing and processing the program. Once the operational details are defined, an informative campaign will be launched to publicize the initiative's details, participation conditions, and the steps involved.
Property owners who include their homes in the program can receive up to 900 euros in non-reimbursable grants, intended to cover expenses such as rent protection insurance, energy efficiency certificates, technical inspections, and professional processing. Additionally, they will benefit from a 95% reduction in the IBI (Property Tax) and potential tax benefits in the IRPF (Personal Income Tax).
For individuals seeking housing, Lugo Aluga will facilitate access to rentals at prices adjusted to their income and household composition. EVISLUSA will connect applicants with property owners and assist in finding a home that meets their needs. They will also provide legal and fiscal advice before and after the contract signing, as well as mediation services for any rental disputes.
