The Water Council of the Basin (CAD), a body for cooperation, governance, and participation of the Miño-Sil Hydrographic Confederation, issued the mandatory report on the Scheme of Important Topics (ETI) for the water management of the 2028-2033 hydrological planning cycle. This scheme identifies the main issues in water management within the basin that hinder the achievement of good water status, the sectors involved, proposed actions, and decisions for the future hydrological plan.
The provisional document was open for public consultation from December 1, 2025, to May 28, 2026, receiving 43 submissions with a total of 448 observations, a 73% increase compared to the previous cycle. Proposals focused on coordination between public administrations, regulation of public hydraulic domain, ecological flows, mining, and hydromorphological alterations.
Jose Antonio Quiroga, president of the Confederation, stated that 164 out of the 448 suggestions received (37%) were considered and incorporated into the scheme. Numerous workshops and public participation activities were held during the consultation period.
The ETI is the second stage in developing the new 2028-2033 hydrological plan, preceding the public consultation of the draft plan before the end of 2026. Additionally, the situation regarding prolonged drought and temporary scarcity in the basin was reported, with precipitation levels 40% below the historical average for the past seven months.
The definitive version of the ETI is available on the basin authority's website. Sessions of the Committee of Competent Authorities and the Governing Board were also held, where it was communicated that the draft of the new hydrological plan will be open for public consultation before the end of this year, requesting measures from administrations to achieve good water status.
