The Lugo City Council has closed the preliminary public consultation process for the update of the Noise Pollution Ordinance, receiving seven contributions from various sectors of the city.

The proposals, from business groups such as APEC and CEL, neighborhood associations, professional colleges, and individuals, address the protection of rest, economic activity, and coexistence in Lugo. The local government aims to adapt the regulation, in force since 1997, to the current reality.
The contributions focus on protecting neighborhood rest, regulating schedules, the acoustic conditions of establishments, controlling activities, and implementing corrective measures. They include the need to adapt acoustic protection measures to Lugo through technical studies and noise maps, with special attention to residential areas and those with a high concentration of activities.
Modifications are also suggested regarding night-time hours and noise levels, construction work, domestic chores, commercial and industrial activities, and public events. Outdoor celebrations and the operation of terraces are other key points for balancing social and economic activity with the right to rest.
The regulation of hospitality and leisure also holds a prominent place, with considerations on acoustic insulation, premises conditions, and activity limitations, seeking a balance to avoid hindering business continuity.
The proposals also include issues related to measurement, inspection, and control systems, such as acoustic studies, sound level measurements, and sound limiters. Noise from air conditioning and ventilation systems, sports and commercial activities, vehicles, goods loading and unloading, and industrial facilities are addressed, as well as the delimitation of responsibilities between owners and the municipal administration.
Finally, clear criteria are suggested for corrective measures and the sanctioning regime, considering adaptation periods, technical and economic feasibility, and support formulas for affected sectors. The City Council will analyze the contributions to advance the new ordinance, seeking an updated and technically sound regulation.
