Formoso appeared before the Commission of Economy, Finance, and Budgets of the regional Chamber to present the main lines of the 2027 provincial budgets, which reach a record 293.9 million euros and maintain zero debt for the tenth consecutive year. He placed the underfunding of Galician municipalities and the contrast between provincial and regional management at the center of the institutional debate.
The provincial president pointed out that, although the Xunta is increasing the Local Cooperation Fund by 8.4%, this increase is insufficient to cover the needs of local entities. He highlighted that the provincial administration multiplies the regional government's effort in economic support to local entities twentyfold, as the Xunta allocates 1.3% of its budget to the Local Cooperation Fund, while the Provincial Council of A Coruña mobilizes 28.28% of its direct resources for municipal assistance.
Formoso denounced that the Provincial Council receives no funding from the Galician Local Cooperation Fund, violating Article 142 of the Spanish Constitution. Furthermore, the provincial institution assumes a net deficit of almost 19 million euros annually for the maintenance of educational and child care centers that are the exclusive responsibility of the Xunta.
The budgets of the Provincial Council of A Coruña for 2027, totaling 293,930,000 euros, represent a 14.6% increase. Highlights include the Municipalities' Single Plan (POS+ 2027) with 92 million euros, the Home Help Service (SAF) with a new rate of €16/hour, the Local Employment Plan (PEL) with 18.8 million euros, and investments in digitalization and road infrastructure.
The president concluded by advocating for a "financial and legislative reform" to ensure the survival of Galician municipalities, updating the Demographic Impulse Law and the Galician Local Administration Law.
