The agreement, relating to files IN407A 2025/273-4 and IN407A 2025/274-4, bases the municipal opposition on technical reports prepared during the processing of the environmental impact study and the administrative authorizations requested for the electrical installations affecting the municipalities of Vigo, Mos, and O Porriño.
Among the issues highlighted by the municipal reports are the possible impacts on protected and municipal assets, underground water resources, and the proximity of water intakes intended for human consumption. The City Council also considers the specific environmental analysis carried out by the developer to be insufficient.
The municipal government wishes to make it clear that Mos does not intend to obstruct the arrival of the necessary energy infrastructures for industrial development, but rather to demand that their planning be compatible with the protection of homes, natural spaces, communal forests, facilities, and affected parishes.
Thus, through the objections, the City Council requests that a real, comparative, and reasoned study of the route modification as it passes through Mos be carried out. To this end, it asks for the analysis of alternatives, including the zero alternative and the municipal proposal via road corridors, to be completed, and for the finally selected solution to be justified.
The agreement also calls for a sufficient assessment of the cumulative and synergistic impacts with the future A-52 highway, as well as the possible effects on the population, noise, electromagnetic fields, water, fauna, landscape, heritage, and land use.
Furthermore, it is requested to complete the environmental impact study with a specific and detailed hydrogeological study, as well as to prepare specific documentation for Mos that georeferences the impacts on municipal assets and rights, paths, supply and sanitation networks, accesses, storage areas, and temporary occupations. The City Council also asks for the discrepancies detected in the list of affected assets and rights to be corrected.
The Local Government Board agreed to request that the prior administrative and construction authorization, nor the declaration of public utility, be granted until the proposed route modification alternatives are evaluated and resolved in a reasoned manner within the environmental assessment procedure.
Likewise, the City Council requests that the objections formulated based on the municipal reports be admitted for processing and that, once the appropriate legal procedures are carried out, the files be withdrawn and the issuance of an unfavorable environmental impact declaration be considered.
The agreement also includes the transfer of the objections to Red Eléctrica de España and the request for institutional collaboration with affected owners and entities for the formulation and expansion of objections. Furthermore, it demands that the responses to the presented observations and any documentary modifications or expansions incorporated into the files be sent to the City Council.
With this approval, Mos formalizes its opposition to the project under the terms set out in the municipal technical reports and requests that the proposed solutions be reviewed before proceeding with their authorization, with the protection of water resources, heritage, and municipal assets and services among the issues to be evaluated.
