During the investiture ceremony, Rector José Antonio Guzmán highlighted Pereira Menaut's status as a constitutionalist, stating that he "works on the words that limit power and knows better than anyone that a constitution is worth what its terms are worth, and that when those terms become elastic, power ceases to have limits."
Professor Antonio-Carlos Pereira Menaut, born in Santiago de Compostela in 1948, is a renowned constitutionalist with an extensive career. After obtaining his doctorate in Law from the USC, he dedicated his life to teaching, authoring over 70 works focused on the European Union's constitutionalization process, constitutional theory, federalism, and territorial organization.
His connection with Chile dates back to 1992 when he first visited the Universidad de Los Andes. Over 34 years, he has delivered numerous seminars and lectures, and has mentored prominent Chilean jurists such as Marcela Peredo, currently a minister on the Constitutional Court. His insights on constitutional law have been frequently consulted by specialists in light of the constitutional processes initiated in Chile since 2020.
“"For more than three decades, Professor Antonio-Carlos Pereira Menaut has traveled to Chile, visits that are part of his distinguished career and attest to the deep bond that unites him with the country."
In addition to Cristián Zegers Ariztía and Ignacio Arellano Ayuso, Pereira Menaut is among the new honorary doctorate recipients from the Chilean institution.
